What is a forced reset trigger, and is it a machine gun?

A forced reset trigger fires exactly one round per pull of the trigger — the mechanism just resets the trigger to its forward position faster than a standard trigger would on its own, which lets a shooter fire follow-up shots more quickly without the trigger performing more than one function per pull. In July 2024, a federal court in the Northern District of Texas ruled that Rare Breed's FRT-15 and Wide Open Trigger devices are not machine guns under the National Firearms Act, and in May 2025 the Department of Justice dropped its lawsuits against Rare Breed Triggers, which effectively cemented that ruling at the federal level. That means FRTs are not subject to NFA registration or the $200 tax stamp under current federal law.

Is the FRT-15L3 legal in California?

As of 2026, California is one of fifteen states plus the District of Columbia that separately ban forced reset triggers under state law, regardless of the federal court ruling.
